When transporting goods by rail, the consignor shall sign a freight transport contract with the carrier. For full-carload bulk cargo transport contracts signed on a quarterly, semi-annual, annual, or longer term basis, a monthly wagon request schedule must be submitted. For other full-carload shipments, the monthly wagon request schedule can serve as the transport contract. A waybill must also be submitted to the carrier upon delivery of the goods. For less-than-carload (LCL) shipments and containerized goods, a waybill serves as the transport contract.
The preparation of monthly freight transport plans shall be handled in accordance with the "Methods for Preparing Monthly Railway Freight Transport Plans."
